Assignment Title: Firm Consultancy Services (Requiring International Expertise) to Support HRD

The Indonesian Agency for Agricultural Research and Development (IAARD) has received financing from the World Bank to implement the SMARTD project over the period 10/1/2012-9/30/2017, and intends to apply part of the proceeds to procure consulting services to assist in project implementation.

The required consulting services (“the Services”) include Advisory Services for Academic Placement and Strategic Staffing.

The objective of SMARTD is to strengthen IAARD’s capacity to develop and disseminate international best practice technologies for improved agricultural productivity, profitability and sustainability. The project is executed by IAARD and managed by a Project Management Unit (PMU) lead by a manager under the overall supervision of a Director. To assist the PMU in the execution of the project, IAARD is looking for an International firm to provide advisory services on academic placement and strategic staffing.

The objective of the assignment is to support SMARTD’s Human Resource Development and Management component which aims at strengthening the scientific skills and research implementation and delivery capacities of IAARD’s professional staff. The international consulting firm will support IAARD in implementing the long term and short term degree training program supported by SMARTD, ensuring that the host academic institutions match IAARD institutional needs, reviewing internal methodology and processes for assessing future strategic staffing needs, and provide recommendations to improve the selection process in IAARD based on the reviewed strategic staffing process.

A Consultant will be selected in accordance with Consultants’ Qualification Selection (CQS) method set out in the Consultant Guidelines. (Guidelines: Selection and Employment of Consultants by Word Bank Borrowers) edited January 2011.
